Garfield wanted to raise tariffs and Cleveland wanted to lower them. It turned into a big battle when Garfield got the Presidency and raised them, then Cleveland got it and lowered them, then another Dem got it and raised them again, and then Cleveland got it a second time and lowered it once more.
